DIVISION OF ADMINISTRATIVE & FINANCE POLICY
For institutions of higher education, Division set guidelines for operating and capital budgets; analyzed campus budget requests; and made recommendations on funding. Division also directed State aid for community colleges and private institutions, and capital improvements for community colleges.
Division oversaw three offices: Finance Policy and Facilities; Outreach and Grants Management; and Student Financial Assistance.
Abolished in July 2012; functions absorbed by four offices previously overseen by Division.

In April 2004, State Planning Committee for Higher Education was formed by Maryland Higher Education Commission.
In 2004, biannual update of State Plan for Higher Education was based on findings of State Planning Committee for Higher Education. For Maryland Higher Education Commission, Committee examined enrollment trends, costs of education, workforce issues, and cost efficiencies. Committee also sought ways to ensure that college is accessible and affordable for Marylanders.
In Dec. 2004, Committee submitted Plan for next two years to Governor. Higher education institutions worked collaboratively with Commission to implement Plan.
2009 STATE PLAN FOR POSTSECONDARY EDUCATION WORK GROUP
Work Group completed its review of State Plan for Post-Secondary Education in June 2009. Maryland Higher Education Commission approved revisions at its June 17, 2009 meeting and submitted report to Governor and General Assembly.

William Donald Schaefer Scholarship Advisory Council was initiated Oct. 2004 within Maryland Higher Education Commission (Chapter 413, Acts of 2004). Annually, Council advised Commission in selecting William Donald Schaefer Scholars.
Last met in 2008. Abolished in Oct. 2014 (Chapter 133, Acts of 2014).

Under Office of Student Financial Assistance, William Donald Schaefer Scholarship Program was established in Oct. 2004 (Chapter 413, Acts of 2004). Through this program, annual scholarships were awarded to Maryland residents who demonstrated financial need and a serious intent to enter public service upon completion of their schooling. In 2006, scholarship program was combined with other grant programs to form Workforce Shortage Student Assistance Grant Program. (Chapter 367, Acts of 2006). Until 2012, students who received scholarships in prior academic years continued to receive awards as long as they remained eligible.
