Report to Governor & General Assembly due Dec. 1, 2015 (Chapter 139, Acts of 2015).

In June 2015, the Task Force to Study Exemptions from Higher Education Ethics Requirements and Procurement Rules to Facilitate Technology Transfer was created (Chapter 139, Acts of 2015).

Because technology transfer at universities is considered critical to economic development in Maryland, the Task Force examined existing conflict of interest laws, procurement rules, and intellectual property policies that may impede such technology transfer. First, the Task Force reviewed how current State ethics and procurement rules affect the participation of faculty in economic development research, the purchase of equipment and supplies for such research, and the hiring of personnel. Options for exemptions or modifications to ethics requirements and procurement rules that meet the complex needs of universities and promote technology transfer (while maintaining the protections offered by those rules and requirements) were studied by the Task Force. Specifically, the Task Force considered possible procurement and operational exemptions for the University of Maryland University College, including the extension of existing exemptions for its overseas programs to all its operations. Finally, the Task Force recommended modifying ethics requirements and procurement rules to facilitate technology transfer at universities in Maryland.

Authorization for the Task Force ended June 30, 2016.
