On June 1, 2010, the Task Force on the Minority Business Enterprise Program and Equity Investment Capital was authorized (Chapters 513 & 514, Acts of 2010). The Task Force studied how minority business enterprises in Maryland might more easily acquire investment equity capital while still retaining operational control and protecting the equity investors. To authorize and encourage equity investment in minority business enterprises in Maryland, the Task Force also recommended modifications to the Minority Business Enterprise Program. Based on these recommendations, the Task Force drafted legislation for the 2012 legislative session.
In 2011, authorization for the Task Force was extended through May 31, 2012 (Chapter 254, Acts of 2011).
A task force of the same name existed from October 2008 through December 2009 (Chapter 463, Acts of 2010). Authorization for the previous task force expired before a report was issued.
