The Governor authorized the Governor's Redistricting Advisory Committee in July 2011. The Committee charge was to draft redistricting plans for the State's forty-seven legislative election districts, and eight congressional election districts. To do so, it drew on information and analysis offered at public hearings, from public comment, and following review of the federal census returns.

The Committee's congressional redistricting proposal was submitted to the Governor on October 4, 2011. Based on the Committee's recommendations, a congressional redistricting plan was prepared and submitted to the General Assembly by the Governor during a special legislative session in October 2011 (Chapter 1, Acts of 2011 Special Session).

The Committee's legislative redistricting proposal for the General Assembly was submitted to the Governor on December 16, 2011. Using the Committee's recommendations, the Governor also prepared the legislative redistricting plan required to be introduced the first day of the 2012 legislative session. The Legislative Districting Plan of 2012 was enacted on February 24, 2012 (Joint Resolutions 1 & 2, Acts of 2012).
