On December 15, 1999, the Chief Judge of the Court of Appeals established the Conference of Circuit Court Clerks. In September 2015, the Chief Judge of the Court of Appeals reconsituted the Conference (Administrative Order of September 29, 2015).

The Conference meets quarterly to exchange ideas on matters relating to the operation of the offices of Circuit Court Clerks. It advises the Chief Judge of the Court of Appeals, the Conference of Circuit Court Judges, the Maryland Judicial Conference and the Administrative Office of the Courts on policies or legislation affecting the offices of Clerks. The Conference also assists the Chief Judge in the preparation of the Judiciary budget as it relates to the offices of Circuit Court Clerks.
Effective September 2015, membership in the Conference of Circuit Court Clerks was expanded to include each Circuit Court Clerk and the State Court Administrator. The Administrative Office of the Courts serves as secretariat to the Conference.
