Under the Department are four bureaus: Engineering, Project Management, Transportation, and Utilities.

The Solid Waste Division oversees the landfill and the solid waste collection system.
The Water and Sewerage Division oversees water and sewerage management for the County (County Code, secs. 16-101 through 16-201).

The Engineering Bureau develops, coordinates, issues, evaluates, and monitors proposals and contracts for highway maintenance and capital projects. The Bureau reviews residential and commercial plans for subdivision plats, and for building and grading permit approval. It also collects and monitors bonding, and coordinates road development and stormwater management inspections.
Within the Utilities Bureau are two divisions: Solid Waste, and Water and Sewerage.
