Born May 25, 1937, and raised in Allegany County, Maryland. Served in Medical Corps, U.S. Army. Maryland State Police Academy; Catonsville Community College; Southern Police Institute at University of Louisville; Greater Chesapeake Law Enforcement Executive Development School; National Sheriffs' Institute. Member, Maryland State Police, 1963-90. Member, Maryland Sheriffs' Association, 1998- (president, 2005-06); National Sheriffs' Association. International Association of Chiefs of Police; Maryland Chiefs of Police Association; International Association of Court Officers and Services, Inc. Member, Maryland State Police Fraternal Order of Police Lodge no. 69; Maryland State Police Alumni Association. Delegate to American Association of State Troopers. Member, Maryland Network Against Domestic Violence.
