Under the Department are three offices: Budget, Finance, and Information Technology; Economic Development; and Human Resources.
In Queen Anne's County, the Ethics Commission is responsible for hearing and deciding any written complaint filed regarding matters of public ethics.
Annually, the Commission submits a report to the State Ethics Commission, showing County compliance with State law governing the public ethics of local officials with respect to conflicts of interest, financial disclosure, and lobbying (Code General Provisions Article, secs. 5-804 through 5-812).
Five members and one alternate member constitute the Commission. They are appointed to five-year terms by the Board of County Commissioners (County Code, secs. 8-1 through 8-19).
OFFICE OF BUDGET, FINANCE, & INFORMATION TECHNOLOGY
SPENDING AFFORDABILITY COMMITTEE
The Committee makes recommendations to the Board of County Commissioners on spending affordability, ways to improve County budgetary procedures and policies, and other related areas upon request of the County Commissioners.
Appointed by the Board of County Commissioners to two-year terms, the Committee consists of three to five members.
INFORMATION TECHNOLOGY
Information Technology manages information and data networks and resources for Queen Anne’s County Government.
OFFICE OF ECONOMIC DEVELOPMENT
The Commission consists of fourteen members. Eleven are appointed by the Board of County Commissioners to three-year terms. Two represent the Board of County Commissioners, and one serves ex officio.
OFFICE OF HUMAN RESOURCES
Appointed by the Board of County Commissioners, the Personnel Board serves four-year terms (County Code, secs. 27-112 through 27-116).
QAC-TV
The Board works to promote and support County government media sources, and advises the Board of County Commissioners on all matters related to cable television franchises in the County, as well as funding options for County media programs.
Five members constitute the Board, and are appointed to three-year terms by the Board of County Commissioners. In a nonvoting capacity, the Station Manager of QAC-TV serves ex officio (Resolution 09-02, Board of County Commissioners).

ETHICS COMMISSION
The State Public Ethics Law, enacted in 1979, required local jurisdictions to enact similar legislation. On July 1, 1982, the Queen Anne's County Board of County Commissioners first adopted an ethics code, and the County Ethics Commission first met in May 1983.
PROCUREMENT COMMITTEE
The Procurement Committee was authorized by the Board of County Commissioners in January 2015.
The Spending Affordability Committee was authorized in December 2015 (County Ordinance no. 15-11).
Within the Department of Administrative Services, Information Technology was placed under the Office of Budget and Finance in 2015, when the Office reformed as the Office of Budget, Finance, and Information Technology.
Economic Development originated as the Department of Economic Development, and reformed as the Department of Economic Development, Agriculture, and Tourism. On March 1, 2011, it reorganized as Economic Development and Tourism, and early in 2015 reformed under its current name when Tourism was made a separate office under the Department of Community Affairs.
ECONOMIC DEVELOPMENT COMMISSION
Established in May 1983, the Economic Development Commission works to to develop a vibrant economy and provide the highest quality of life for all residents, while preserving the County's distinctive cultural and environmental heritage.

PERSONNEL BOARD
The Personnel Board hears and decides all appeals by members of the classified service from personnel actions taken by the County. The Board also advises the County Commissioners regarding the Departmetn of Human Resources; personnel practices; and modifications to the classification and salary plan.
DEPARTMENT OF COMMUNITY AFFAIRS
The Department of Community Affairs oversees three offices: Public Information, QAC-TV, and Tourism.
QAC-TV is the public television station for Queen Anne's County.
QAC CABLE FRANCHISE COMMITTEE
In February 2009, the Board of County Commissioners established the Electronic Media Advisory Board to support QAC-TV and Queen Anne's County websites. In December 2016, the Electronic Media Advisory Board was renamed the QAC Cable Franchise Committee and placed under QAC-TV as part of the Department of Community Affairs.
