The Mid-Atlantic Regional Council on the Ocean was organized in June 2009. The Council operates under an agreement signed by the governors of the participating states on June 4, 2009. The Governors of Delaware, Maryland, New Jersey, New York, and Virginia committed their states to work together towards common goals and priorities, beginning with regionally coodinating the protection of important habitats and sensitive, unique offshore areas, and improving the Mid-Atlantic's coastal water quality through infrastructure investment. The Council works to support the sustainable development of renewable energy offshore through a regional approach, and prepare for the impact of climate change.

Each state designates a representative to serve on the Management Board.
