Under the Energy Policy Act of 2005 (P.L. 109-58), the federal Renewable Energy Framework of 2009 (30 CFR, Part 285) authorized the Minerals Management Service of the U.S. Department of the Interior to form state task forces to participate in the planning process for offshore energy leasing. On April 14, 2010, the Maryland Renewable Energy Task Force was convened by the Minerals Management Service, which became the Bureau of Ocean Energy Management, Regulation, and Enforcement in June 2010, and reformed as the Bureau of Ocean Energy Management in October 2011.

The Task Force brings together federal, State and local government officials to plan for commercial renewable energy leasing of areas of the Outer Continental Shelf.
